The Eley Group LLC provides community planning, research, education, and facilitation services. Founded in 2010, the firm has experience working with a range of clients including governments, professional associations, academic institutions, and citizen coalitions.
The Eley Group is a minority-owned firm. We help our clients to give sustainability a push by encouraging solutions which advance equitable development, environmental justice, heritage preservation, and placemaking. Our company praxis is rooted in the evidence that communities are seeking a new kind of urban leader. One that encourages outcomes that are just, equitable, smart, and green.

We are committed to creating a culture where equity will thrive. Our practice recognizes the stark contrasts between communities are not the product of serendipity. Ensuring that equity is central to planning is the best means to improve quality of life within communities that are underserved and under-resourced as well as to alleviate vulnerability rather than amplify it.
Education
We elevate promising solutions that will help the public to make informed decisions. We assist practitioners with overcoming gaps in academic training through lectures, workshops, panels, and webinars. We are committed to correcting misinformation and encouraging professionals to remain curious because the public is relying on practitioners to move beyond their comfort zones when improving communities.
Connectivity
Our practice does not approach projects in a stove-piped manner. We are mindful that the issues requiring mitigation are shaped by relationships and systems. We solve complex issues by working across silos. We intentionally seek opportunities to leverage multi-disciplinary talent as well as forge relations with new partners while offering context-sensitive solutions for our clients.
LEADERSHIP
Carlton Eley, the President and Founder is an accomplished expert on equitable development and has 22 years of experience as an urban planner. He has been an effective change-agent over the span of his career. He re-energized the American Planning Association’s focus on social equity, and he expanded the socialization boundaries of the U.S. Environmental Protection Agency to accommodate equitable development as a place-based solution. Carlton intentionally leverages urban planning, sociology, and research as he works with audiences, domestically and abroad, to devise policy and design solutions that are community-driven.
